PRV is now seeking an engaged and experienced lawyer specializing in procurement and contract law for the procurement and contract unit. The unit is part of the operational support department and the team consists of a unit manager, several procurement officers, a lawyer, and a purchasing/e-commerce coordinator.
Our mission is to create conditions for PRV to conduct businesslike, efficient, and long-term sustainable procurements and contracts. The unit should contribute to ensuring that procurement is used as a strategic tool to achieve the authority's goals and missions, as well as promote quality, renewal, and efficient resource use in operations.
We are now looking for an additional team member who can contribute valuable experience in the procurement area and wants to help develop the operations so that we can best make good public procurements.
Job Responsibilities
As a lawyer in the procurement and contract unit, your task will be to provide advice in our procurements and contracts. You will conduct risk and impact assessments prior to procurement, review and quality assure procurement documents and contract documents, prepare legal investigations, and monitor legislation and regulatory developments in the procurement area. You will also handle procurement cases in dialogue with the ordering organization. Participation in internal training and information efforts may occur.
As a procurement lawyer at PRV, you have an outward-facing, consultative, and guiding role towards the organization at various levels. The assignment is varied and developing as you work with complex procurement and contract issues across several different purchasing categories. You will have excellent opportunities to influence and develop our working methods and procurement methodology.
Who Are You?
We are looking for someone with a Swedish law degree and several years of experience in qualified legal work at, for example, an authority, court, law firm, company, or other organization. You have worked with legal advice within public administration and have current experience in procurement law issues according to the Public Procurement Act (LOU). Experience in contract negotiations is an advantage.
The work requires that you have very good analytical skills, are meticulous, and can work both independently and in a group with high-quality results. You are collaborative with a focus on the common goal and create good relationships. You adapt your communication to the audience and situation and understand the various assignments and needs of the organization.
It is important that you are solution-oriented, can easily take initiative, and quickly grasp new issues and tasks. You are driven by contributing to good public procurements and have a very good ability to translate law into practical application. You can express yourself very well in both speech and writing, in Swedish and English. We place great emphasis on your personal qualities.
In this recruitment, it may be relevant for you as an applicant to undergo a work test regarding a risk and impact analysis in the context of a current procurement case.
